The bulletins option enables you to send bulletins to any member
who has this feature enabled.
To access the bulletins menu, select the Bulletins option from the Editors
menu at the top of the screen.
A new editing window will be displayed where you can enter a subject
and text for your bulletin.
Click the Send button to distribute your bulletin to subscribers to this
service.
